MDUK and Changing Places were approached to work in partnership with the DfT and administer a DfT funded CPT installation programme across the Motorway network. This was formalised in November 2018, and a funding competition was launched to enable Motorway Service Operators to acquire match funding for the construction of CPTs. We assessed funding applications, issued grant funding, and closely followed each individual project. The programme commenced in 2019, with the 54th installation completed in October 2024. The delivery of the capital funding was part of the commitment set out in the DfT’s Inclusive Transport Strategy.

Accrington based Changing Places toilet user and campaigner Zack Kerr, undertook a road trip from Accrington to South Wales in 2017. This is where the Changing Places toilet provision on the Motorway campaign started. On this 260-mile journey, Zack required toilet stops, but despite calling at all services, no suitable toilet facilities were available. Zack acknowledges that he needs the help of parents and carers to use the toilet and often had to had to be changed on a toilet floor or use a baby changing room. He was clear at the time that everyone should be able to use accessible toilet facilities, regardless of their needs or disabilities. As there was no changing place facility for Zack to use on this journey, he started an online petition to raise awareness of the issue, and to try and get Changing Place toilets installed in all UK motorway services.
